This procurement is authorized by Federal Acquisition Regulation (FAR) Part 13- Simplified Acquisition Procedures. The proposed requirement is for supplies or services for which the Government intends to solicit and negotiate with only one responsible source under authority of FAR 13.106-1 (b), Soliciting from a single source. The procurement document and incorporated provisions are those in effect through Federal Acquisition Circular 97-15. FAR 52.212-1 Instructions to Offerors -- Commercial Items is applicable to this acquisition. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial items, applies to this acquisition.
