Contracts Office, Contract@nist.gov. The National Institute of
Standards and Technology (NIST) intends to negotiate on a sole source
basis with the Baltimore Convention Center of Baltimore, MD for meeting
space for the 23rd Information Systems Security Conference on October
16 through October 19, 2000. The contractor shall provide space for a
registration area to be used to register approximately 1600 people
during the day before the conference and in the evening before the
conference from 6-9 PM. The registration area shall remain open
throughout the conference. There shall be space for four tutorials for
100 people each, set theater style on the afternoon of the last day.
The plenary session, attended by 1600 and set theater style with a
stage for a keynote speaker and other presenters, shall take place on
the first day from 10 am to noon and on the last day from 11 am to
12:30 PM. Also required are 7 meeting rooms, set theater style, which
hold at least 300 from 11 am -- 5:30 PM on the first day, 9 AM -- 5:30
PM on the second andthird days, and 9 AM -- 12:30 PM on the last day.
In addition, there shall be a room to be used as an office, a room for
the audiovisuals, a speaker lounge, a press room, an executive room,
and 10 small rooms that can be used for demonstrations and informal
meetings. These rooms shall be available day and evening, from 4 PM the
day before the meeting through 5 PM on the last day. The contractor
shall provide podiums and mikes as needed. The above activities shall
take place concurrently with the previously scheduled AFCEA conference.

authorized by Federal Acquisition Regulation (FAR) Part 13- Simplified
Acquisition Procedures. The proposed requirement is for supplies or
services for which the Government intends to solicit and negotiate with
only one responsible source under authority of FAR 13.106-1 (b),
Soliciting from a single source. The procurement document and
incorporated provisions are those in effect through Federal Acquisition
Circular 97-15. FAR 52.212-1 Instructions to Offerors -- Commercial
Items is applicable to this acquisition. The clause at FAR 52.212-4,
Contract Terms and Conditions -- Commercial items, applies to this
acquisition. Also the clause at 52.212-5, Contract Terms & Conditions
required to implement Statutes or Executive Orders -- Commercial Items,
applies to this acquisition, including paragraph (b), subparagraphs
(11) 52.222-21 (12) 52.222-26, (13) 52.222-35, (14) 52.222-36, (15)
52.222-37, (16) 52.225-3, and (21) 52.225-21. The Government
anticipates the award of a firm-fixed priced purchase order. Interested
persons may identify their interest and capability to respond to the
requirement. This notice of intent is not a request for competitive
quotations. A Request for Quotation (RFQ) package is not available.
This action is unrestricted. The Standard Industrial Code (SIC) code is
