upgrade the Marginal Wharf, Trident Refit Facility, Submarine Base
Bangor, Washington. The requirement is to construct a mobile crane
access path over the approach and the main deck to the ramp on the
south end of the north loading platform of the Marginal Wharf, and to
repair two vertical piles 42A and 64A on the outboard edge of the south
loading platform. The crane access path will be constructed by adding
"carbon-composite reinforcement" to the existing steel-reinforced
concrete structure. The contractor will make project-specified concrete
repairs and use the Government design of the upgrade with
project-specified materials and processes. The contractor must
implement strict safety and environmental controls as required by
NAVOSH and cognizant State and Federal environmental agencies. This
project is part of an ongoing program to demonstrate advanced
technologies for post strengthening existing Navy piers. The upgrade
program defines and demonstrates preparation and application techniques
for post strengthening pier decks and piling using "fiber-reinforced
plastic systems." This project upgrades an existing pier to meet
demands which the original design did not include, due to change in
mission with correspondingly higher vertical loads. Source selection is
best value to the government considering risk, based on competitive
proposals. The government intends to award a contract on a fixed price
basis. The estimated start date is early June 2000, with the delivery
schedule to be proposed by the offeror. The procurement is
unrestricted. All interested qualified contractors may submit an offer.
The government reserves the right to award without discussion based on
initial offers received. FAR 36.204, the statement of magnitude for
this project is between $500,000 and $600,000. Proposal due date is 24
