Standards and Technology (NIST) intends to acquire elevator repair
services to repair and upgrade (replace) a hydraulic elevator, using
procedures described in Federal Acquisition Regulations (FAR) Part
15-Contracting by Negotiation. A Request for Proposal (RFP), No.
52SBNB0C1037, will be issued.***** The Standard Industrial
Classification (SIC) Code is 7699, and the associated small business
size standard is $5 million (average annual receipts for the last three
fiscal years). Solicitation will be unrestricted.***** Services shall
be performed at the NIST facility in Gaithersburg, Maryland. The
Government intends to award one Firm Fixed Price contract.***** The
Contractor shall be responsible for, but not limited to, the following
requirements: ***Existing elevator control systems shall be removed
and replaced with solid state microprocessor based controls.***Existing
pumps, motors, controls and piping shall be removed and replaced with
new ones.***Existing hydraulic jack unit and casing shall be replaced
with new drilled well and casing, PVC casing liner and hydraulic jack
unit.***Existing car control stations shall be removed and replaced
with new car control stations.***Existing hall call buttons shall be
removed and replaced by new hall call buttons located to meet
handicapped access requirements.***New, state-of-the-art door reopening
devices shall be provided by the Contractor.***Existing hoist way
entrances and rear car entrance shall be replaced.***New electrical
wiring and traveling cables shall be installed.***New door operators,
door controls, hangers, tracks, gibs, and clutch apparatus shall be
provided by the Contractor.***Remote monitoring and diagnostics
capability shall be required.*** New car slide guides shall be provided
by the Contractor.***** A Statement of Work (SOW) will be provided by
the Government as part of the solicitation package (RFP).***** SITE
VISIT: A site visit will take place in April or May 2000 (after the
Request for Proposal is issued). The exact date, time and additional
information concerning the site visit will be included in Section L of
the RFP.***** The period of performance is anticipated to be 182 days,
of which 40 days will be for demolition/construction work, and 52 days
for testing by Contractor and Government.*****In addition, the
Contract will include an Option to paint the hoist way. *****NOTE:
AWARD OF CONTRACT IS SUBJECT TO AVAILABILITY OF FUNDS.***** All
responsible firms are invited to submit a proposal which will be
considered by the agency. The solicitation document will be issued on
or about April 25, 2000. Requests for solicitation packages shall be
