The Air Force Flight Test Center (AFFTC) Directorate of Contracting intends to award a sole source contract to Boeing Military Aircraft and Missile Systems to procure one bleed air source and delivery kit. This procurement is in support of the Airborne Icing Tanker (AIT) Joint Program Office (AIT) test and evaluation capability. This is for a one-time aircraft modification to the KC-135R-0320 aircraft located at the Air Force Flight Test Center, Edwards AFB CA. Boeing is presently under contract to design the bleed air source delivery system utilizing 9th stage bleed air. This contract will provide KC-135R aircraft bleed air ducting in the wing leading edge, ducting from the Auxiliary Power Unit (APU) to the Air Force designed transition duct, 3 control panels, associated sensors and aircraft Bleed Air system components required for operation in an increased temperature and pressure environment. The above components will be 1 each in kit form for the installation on the Airborne Icing Tanker aircraft. The contract may include installation of the bleed air kit and purchase of a CFM-56-2B-1 conversion kit and installation. Bleed Air Kit components will support aircraft airworthiness certification by inspection or analysis. The Kit will be procured with guidance contained in the Airborne Icing Tanker Performance Specification. Additional Specification information may be obtained from Maria Smith, Acquisition Planner, 412 Test Wing/TSD,Bldg 3950, Edwards AFB CA . Delivery will be to the 412 Equipment Maintenance Squadron at Edwards AFB CA. This procurement is contingent upon receipt of FY00 funding from the Department of Defense Central Test and Evaluation Investment Program. Anticipated award date is April 2000. SCREENING CRITERIA: Prospective offerors must show in their response to this pre-solicitation notice the capability to obtain Boeing's drawings; the ability to build this kit; the ability to install the bleed air kit; and the ability to procure and install a CFM 56-2B-1 conversion kit on a KC-135R model aircraft. Prospective contractors must also have the capability to obtain FAA air worthiness certification, and the ability to procure and install these items within the necessary timelines to meet F-22 ice testing requirements date.
