This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Simplified Acquisition Procedures will be used. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to procure on a sole-source basis from DRS Hadland, Inc., 20480 Pacifica Drive, Suite D, Cupertino, CA 95014, two each ballistic range cameras as described below. The solicitation number is N00178-00-R-1038 and is a request for proposal (RFP). These cameras must be compatible with and shall be utilized with two existing DRS Hadland, Inc. ballistic range cameras and their control systems currently in use at NSWCDD. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15 and DFARS Change Notice dated 10February 2000. Standard Industrial Classification code is 3861, 500 employees. This requirement is for a Firm-Fixed Contract for the acquisition of two (2) each ballistic range cameras as follows: CLIN 0001 SVRII Color Ballistic Range Camera with, 1280 x 1024 x 12 bit CCD drive circuitry, w/B1-Planer Intensifier, camera head to produce one color frame, additional B-W beam splitter, exposure times from 200ns -- 1ms, built in delay, 100 meter control cable, 60 -- 300 mm lens, flash cable, power cord, control computer with network and software, and transit case. CLIN 0002 SVRII Monochrome Ballistic Range Camera, w/B1-Planar intensifier, 1280 x 1024 x 12 bit CCD drive circuitry, 100 meter control cable, 60 -- 300 mm lens, flash cable, power cord, and transit case. The offeror shall provide a copy of any warranty applicable to the items contained in this solicitation. All items shall be delivered, inspected, and accepted FOB destination to Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100. Delivery shall be within thirty days after contract award. FAR 52.212-1, Instructions to Offerors Commercial Items applies to this solicitation and is hereby incorporated by reference. The Government will award a contract from this solicitation to the responsible offeror whose offer conforms to the solicitation, meets all the specifications for each CLIN at the overall lowest delivered cost, and has a satisfactory past performance history for providing the same or similar items. The offeror shall provide with its offer a list (at least three) of previous sales of the same or similar items with a description of the item, quantity, contract number, name or organization, point of contact, and telephone number. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items.
