judy.rodgers@dtra.mil. The Defense Threat Reduction Agency (DTRA) has
a requirement for research and development in the area of radio
frequency (RF) circuit protection phenomenology. The DTRA High Power
Microwave (HPM) program is investigating the development of protection
techniques for military electronics against an adversary's employment
of Radio Frequency (RF, generic term for HPM) devices. A previous
protection effort concentrated on the development of techniques to
protect against the use of RF waveforms that are covered by special HPM
programs. The potential threat to military and infrastructure targets
from various RF sources is gaining increased attention. The purpose of
this procurement will be to extend the theoretical understanding of
why effects occur and how to minimize them at the circuit level or by
use of advanced protection techniques. A cost-type contract is
anticipated with a base period of performance of three (3) years with
two optional tasks. Contractors must have a secret facility clearance
and all contractor personnel will require a secret security clearance.
