Reduction Agency (DTRA) has a requirement for Mission Degradation
Analysis (MIDAS). The MIDAS program will measure the impact of the
degradation of the civilian infrastructure upon selected DoD missions
and functions. The contractor shall perform the functions necessary for
the efficient management of all administrative aspects of this contract
and shall perform all necessary tasks for acquiring and storing
technical information related to this contract. The contractor shall
assess the adequacy of existing methodologies and models and shall
develop, if necessary, methodologies and models to assess the effects
of any degradation of the civilian infrastructure on DoD's ability to
carry out selected missions. The contractor shall review DoD missions
and assist DTRA with the selection of a variety of missions for
assessment. The contractor shall use existing or, if necessary, develop
methods and models to measure the selected mission degradation due to
the degradation of supporting civilian infrastructures. Then the
contractor shall, based on the application of the methodologies and
models on the selected missions, identify critical infrastructure for
mission accomplishment. Also, the contractor shall prepare mitigation
plans to decrease the impact of infrastructure degradation on the
selected missions. The contractor shall consider all possible means of
mitigation in the methodology such as, but not limited to: threat
avoidance, circumvention, operational workarounds, reconstitution and
protection of critical paths and nodes. THE PROCUREMENT IS
