hereby soliciting information for potential sources for System Studies
of NASA Aero-Space Propulsion and Airframe Technologies. NASA's
Aero-Space Propulsion and Airframe Technology development requires
System Studies to guide technology investment decisions. This proposed
study effort will include support for the Ultra-Efficient Engine
Technology (UEET) Program, Revolutionary Concepts and the Intercenter
Systems Analysis Team. This would be an Indefinite Delivery Indefinite
Quantity (IDIQ) type task order contract. The total duration of the
effort is expected to be sixty (60) months. Each NASA Research Center
would be able to initiate individual tasks, however task collaboration
between multiple centers is anticipated. The maximum contract value is
estimated at $5 million. The contractor will perform comprehensive
Aero-Space studies and analyses using their existing "robust" design
simulation system. The contractor's design simulation system shall
incorporate fast probabilistic integration techniques and the NASA
simulation computer codes. The contractor will be expected to duplicate
their design simulation system at Government sites and train Government
personnel in how to use it. The contractor will be required to identify
any weaknesses in their design simulation system and recommend
improvements to the Government, implementing any Government-approved
improvements. In addition to the above, the contractor will be required
to perform the following activities utilizing its design simulation
system: -Technology Benefits Assessment -Metrics Assessments including
probability of success -Sensitivities analyses including Response
Surfaces -Technology Trade Studies and optimization -Propulsion cycle
and flowpath conceptual design -Aircraft Sizing, Mission and Acoustic
Analyses -Cost Estimation and Market Scenarios -Provide source code for
the duplicated contractors design simulation system at Government sites
-Accommodate Secure Data Requirements (e.g. proprietary) In order to
facilitate the transfer of data and models between NASA and the
contractor, the contractor shall be required to have an operational
design simulation system to perform the above activities which directly
utilize the following NASA simulation computer codes: NASA Engine
Performance Program (NEPP) or National Cycle Program (NCP) Weight
Analysis of Turbine Engines(WATE) Flight Optimization System (FLOPS) No
solicitation exists; therefore, do not request a copy of the
solicitation. If a solicitation is released it will be synopsized in
the CBD and on the NASA Acquisition Internet Service. It is the
potential offerors responsibility to monitor these cites for the
release of any solicitation or synopsis. Interested offerors/vendors
having the required specialized capabilities to meet the above
requirement should submit a capability statement of 25 pages or less (a
page being defined as one side of a sheet, 8-1/2 x 11 inches, with at
least one inch margins on all sides, using not smaller than 12
characters per inch type font) with the following information:
-Relevant experience and past performance in performing System Studies
of Aero-Space Propulsion and Airframe Technologies -Description of the
aero-space design simulation system that incorporates the NASA
simulation computer codes (NEPP or NCP, WATE and FLOPS). -Identify and
describe cost estimation tools and capabilities which are part of the
contractor design simulation system. Please advise if the requirement
is considered to be a commercial or commercial-type product, as
defined in FAR Part 12. This synopsis is for information and planning
purposes and is not to be construed as a commitment by the Government
nor will the Government pay for information solicited. Respondents will
not be notified of the results of the evaluation. Respondents deemed
fully qualified will be considered in any resultant solicitation for
the requirement. The Government reserves the right to consider a small
business or 8(a) set-aside based on responses hereto. All responses
shall be submitted to NASA Glenn Research Center, Attn: Clayton Meyers,
