This CBD announcement constitutes a Notice of Contract Action (NOCA)
of a proposed Annual Service Agreement (ASA) for the Mobile Microwave
Landing Systems (MMLS). ESC is planning to acquire support for
thirty-three (33) AN/TRN-45 (NSN 5825-01-326-9749), Mobile Microwave
Landing Systems (MMLS). The Global Air Traffic Operations/Mobility
Command and Control Systems(GATO) Program Office, Electronic Systems
Center, Hanscom Air Force Base, Massachusetts proposes to award a
Annual Service Agreement(ASA) for this effort during the third (3rd)
quarter of 2000 to Textron System Corporation. The contract will be
awarded pursuant to the authority of FAR 6.302-1{(10
U.S.C.)2304(c)(1)}-only one responsible source and no other source can
satisfy agency requirements. The Air Force anticipates the issuance of
a contract for 6 months base year and four one year options with the
last option year being six (6) months of effort. The MMLS is a
portable, ground based, microwave transmitter that provides a precision
approach and landing capability for Microwave Landing System (MLS)
equipped aircraft operating under adverse conditions including
inclement weather and hostile environments. A level II drawing package
with engineering change orders will be available. The Government plans
to furnish the initial spare parts inventory to be maintained by the
contractor. An Acquisition Ombudsman, Colonel Steven H. Sheldon,
Director, Commander's Staff, has been appointed to hear concerns from
offerors or potential offerors during proposal development. You should
only contact the Ombudsman with issues or problems you cannot
satisfactorily resolve with the program manager and/or contracting
officer. The Ombudsman role is to hear concerns, issues, and
recommendations and communicate these to the appropriate government
personnel. The Ombudsman will maintain strict confidentiality if
desired. The Ombudsman does not evaluate proposals or participate in

377-5106. This notice of intent is not a request for competitive
proposals. The Government anticipates award of the contract on or about
14 June 2000. This NOCA does not constitute a Request for Proposal, it
does not restrict the Government as to the ultimate acquisition
approach, nor should it be construed as a commitment by the Government.
