The AED will provide Logisitical support for individuals from Russia, Ukraine, Modova and Hungary who are to attend the 2000 International Institute for Securities Market Development from April 3-April 14, 2000, in Washington, DC. These services include obtaining visas, purchasing tickets, and providing per diem in conformance with applicable USAID regulations. The Commission has surveyed the market and has determined that the AED is the only company approved for these services by USAID. The proposed purchase order action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.
