The National Oceanic & Atmospheric Admin. (NOAA/MASC)has a requirement for the installation of a flat roof in San Juan, Puerto Rico. This project includes but is not limited to the following: 1) The complete removal and proper disposal of the existing modified bitumen roofing system, including insulation and base flashings, down to the structural roof deck; 2) The complete installation of a new rigid insulation and a new built-up roofing system with a modified bitumen cap sheet, approximately 502 square meters (5,400sf); 3) Modification of existing rooftop mechanical ductwork, refrigeration piping, and associated roof penetrations; 4) Modification of existing rooftop conduits and associated roof penetrations; 5) Removal and reinstallation of rooftop mounted lightning protection system; 6) Miscellaneous construction work normally associated with major roofing replacement. Technical merit as well as price will be used to evaluate offers. As the technical merit becomes more equal, price becomes a greater factor. Procurements under Simplified Acquisition Procedures ($25,000-$100,000) are set-aside for small business unless small business cannot meet the need at a reasonable price.
