items prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 15. The Government
intends to award a contract to End to End, Inc., an 8A contractor for
the following labor categories. 0001 Insulator 1 ea. 560 hrs; 0002 Pipe
fitter 2 ea. 1120 hrs; 0003 Electrician 3 ea. 1680 hrs; 0004
Electrician II 1 ea. 560 hrs; 0005 Carpenter I 1 ea. 560 hrs; 0006
Carpenter II 1 ea. 560 hrs; 0007 Drywall finisher 1 ea. 560 hrs. The
provisions and any addenda at FAR 52.212-1, Instructions to
Offerors-Commercial applies. The provisions at FAR 52.212-2,
Evaluation-Commercial Items is applicable. Award will be made to the
offeror who has the lowest price and is technically acceptable to the
minimum needs of the Government. Offerors shall include a completed
copy of the provisions at FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items, with it offer. Clause and any addenda
at FAR 52.212-4, Contract Terms and Conditions-Commercial Items
applies. The Clause at FAR 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items
applies to this solicitation. The contractor shall include at least
three references for Past Performance review. Include a point of
contact, the company's name, a contract number/purchase order number
and a phone number. The Statement of Work is as follows: 1.0
INTRODUCTION. The Greater Hampton Roads Cooperative Administrative
Support Unit (GHR-CASU) and its affiliated members have a requirement
for a full range of professional and technical services. The work shall
include electrical, carpentry, plumbing and insulating which are
essential in the accomplishment of their assigned goals and objectives.
2.0 STATEMENT OF WORK. This requirement is issued to provide
professional and technical support to the Fleet and Technical Support
Center, Atlantic, Naval Base, Norfolk as required to augment their
overall technical effort. Specific work shall include, but is not
limited to the following: Work from building plans, blueprints, wiring
diagrams, engineering drawings, and electrical maintenance and repair
manuals to existing electrical systems, controls, and equipment for
furnishing light and power. Also requires working with no blueprints
and drawings when encountering unique situations. Fits, wraps or
attaches required insulation material around or to structure, following
blueprint specifications. Disassemble equipment, repair and/or replace
parts and components, clean and assemble upon completion. Make
operational tests and adjustments as necessary. Install and maintain
pipe systems, pipe supports and related hydraulic equipment for hot
water, heating and cooling. Secure pipeto structure with brackets,
clamps and hangers. Install bends, and metal conduit, fish tape and
proper wire. Troubleshoot by checking or tracing circuits, locate and
diagnose trouble, repair or replace parts and reinstall. Repair and
install electricity across the line starters as single stage,
multi-stage and reversing controller, limit switches, pressure switches
(high and low), unloaded valves, and all types of controlling relays.
Make adjustments and solve problems by use of electrical formula for
computing voltages, resistances, amperages, capacitance and
frequencies. Fabricate various electrical parts, using various
materials of appropriate conducting, resisting or insulating
properties. Use a variety of tools and test equipment including wire
cutters and strippers, drills, soldering irons, ohmmeters, graphic
recorders, ammeters, voltmeters, whetstone bridges, rheostats, phase
rotation indicators, meggers, industrial analyzers, field test units,
and various other electrical and measuring devices. Basedon blueprints,
sketches, templates, verbal instructions, plans and lay outs, complete
projects associated with facilities Repair or alter, lays or erects
sills, beams, studs, corner posts, ridge poles, trusses, framing and
sheet roc wall covering. Build and install window frames, doors,
outside trims, inside trims. Build inside walls, laths, sheathing,
floors, and ceilings. Work is performed on both new and existing
structures. Make and repair various wood articles; install suspended
metal ceiling grid channels, and level and install celotex and
fiberglass ceiling panels. Managing, administering, or performing
technical staff work concerned with the repair, operation, and
maintenance of Government buildings, grounds, and other types of
facilities Use majority of common and complex tools associated with
carpentry, plumbing, electrical and insulation work. Provide general
maintenance duties essential to the upkeep and cleanliness of the
construction work site, restrooms, conference rooms, offices and other
building areas as required. Assist in the overall maintenance of
floors, walls, doors work and other areas to support the renovation and
operation of the facility. Provide other duties as required for a
well-maintained project area. 3.0 PLACE OF PERFORMANCE. The place of
performance is the Fleet and Technical Support Center, Atlantic, Naval
Base Norfolk and at other locations as required by the Government. 4.0
PERIOD OF PERFORMANCE. The period of performance is 27 March 2000
through 26 March 2001. 5.0 SUBCONTRACTOR. Consultants and
subcontractors, including but not limited to, universities and colleges
may be used if beneficial to the Government. 6.0 POINT OF CONTACT. The

7.0 SECURITY CLEARANCE. No security clearance is required for this work
effort. 8.0 PERSONNEL QUALIFICATIONS. Carpenter I. a. Education -- High
school diploma or GED and certificate of completion from an accredited
technical or vocational school. Three years experience in directly
related work will suffice in place of educational requirements. b.
General Experience -- Two years experience with wood working projects
including cabinet making house construction, containers, crates, and
minor industrial painting and finishing rough materials. c. Specific
Experience -- None. Carpenter II. a. Education High school diploma or
GED and certificate of completion from an accredited technical or
vocational school. Four years experience in directly related work will
suffice in place of educational requirements. b. General Experience --
Three years experience with wood working projects including cabinet
making house construction, containers, crates, and minor industrial
painting, and finishing rough materials. c. Specific Experience --
None. Electrician I. a. Education -- Each of the following: High school
graduate or one of the following: Associates degree in Electrician
Technology. Completion of at least two in depth specialized schools in
electrical equipment or systems. b.General Experience -- Five years of
cumulative independent "hands on" experience in working with electrical
or mechanical systems in any combination of the following areas:
Installation and wire repairing, Planning Layouts, Installation of
Electrical Fixtures, Blue Print Interpretation, Installation, control
and distribution of switches, relays, and circuit breaker panels. c.
Specific Experience -- Two years of experience in performing the duties
described in General Experience of systems identified in the Statement
of Work. Electrician II. a. Education -- Each of the following: High
school graduate or one of the following: Associates degree in
Electrician Technology. Completion of at least two in depth specialized
schools in electrical equipment or systems. b. Six years of cumulative
independent "hands on" experience with wood working projects including
electrical or mechanical systems in any combination of the following
areas: Installation and wire repairing, Planning Layouts, Installation
of Electrical Fixtures, Blue Print Interpretation, Installation,
control and distribution of switches, relays, and circuit breaker
panels. c. Specific Experience -- Three years of experience in
performing the duties described in General Experience of systems
identified in the Statement of Work. Pipe Fitter. a. Education -- High
school diploma or GED and certificate of completion from an accredited
technical or vocational school. Three years experience in directly
related work will suffice in place of educational requirements. b.
General Experience -- Three years experience with pipe systems to
include lay out, assembling, pipe system maintenance and installation
of related hydraulic and pneumatic equipment components. c. Specific
Experience -- None. Insulator. a. Education -- High school diploma or
GED and certificate of completion from an accredited technical or
vocational school. Three years experience in directly related work will
suffice in place of educational requirements. b. General
Experience.—Three years experience with applying- insulating
material to exposed surfaces of structures such as air ducts, hot and
cold pipes, storage tanks. and cold storage rooms. c. Specific
Experience -- Ability to read blueprints. Drywall Finisher. a.
Education -- High school diploma or GED, b. Primary Experience- Minimum
of two years recent experience with the installation and finish of
drywall. c. Secondary Experience -- Painting utilizing brush, roller
