The Air Armament Center, Precision Strike System Program Office is anticipating the maintaince needs of the Air Force Mission Support System (AFMSS) Weapon Planning Module (WPM) for the AGM-130, GBU-15 and AGM-142 weapon systems. This effort will begin approximately Nov 2000. We anticipate a 1 year effort with options for up to 5 additional years to sustain these systems on their hosting aircraft (F-15E and B-52H) until they have transitioned to the Joint Mission Planning Systems (JMPS) Precision Guided Munitions Planning Software (PGMPS). All responsible sources may submit a statement of capability which shall be considered by the Air Force. Interested sources who feel they can meet the requirement should provide a statement of capabilities that demonstrates their ability to meet the following criteria: 1) Complete familiarity with mission planning systems and the operational tactics employed for the GBU-15, AGM-130 and AGM-142 weapons. This technical knowledge of the weapon systems would allow the contractor to successfully upgrade the existing software with new capabilities required to effectively mission plan the employment of the weapon system. 2) Provide up to date AFMSS mission planing software, hardware and all necessary licenses at start up of this program. 3) React quickly to user needs and answer questions from the field. In addition facilities and personnel must be able to handle and secure the development environment in classified (secret) facilities. 4) Complete comprehensive understanding of and ability to perform all the testing required to formally qualify the mission planning modules as an entity as well as qualification with the F-15E and B-52H aircraft operational flight program (OFP) and mission planning modules. 5) Immediate and complete knowledge of operational use of AGM-130, GBU-15 and AGM-142 weapons, the manner in which mission planners utilize AFMSS to develop mission plans, and the immediate ability to not only maintain the delivered AFMSS code. Firms must also have the abilityto quickly respond to issues/questions raised by operational mission planners, and provide on-site follow on training to operational mission planners at their operational locations. Firms responding to this notice should indicate whether they are a small or small disadvantaged business. Responders to this synopsis will not be provided the results of the government evaluation of their qualifying package. We anticipate a full and open competition, however the Government reserves the right for a Small Business Set-aside. The Standard Industrial Classification (SIC) code for the proposed effort is 7371 with an annual income of $18M. An ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
