synopsis/solicitation for commercial items prepared in accordance with
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
quotes are being requested and a written solicitation will not be
issued. This solicitation is issued as a request for quote (RFQ). The
solicitation document incorporates provisions and clauses that are
those in effect through Federal Acquisition Circular 90-45. It is
anticipated the resulting order will be awarded on a sole source basis
to Empire Avionics Corporation of White Plains, New York. The proposed
contract action is for supplies the government intends to solicit and
negotiate with only one source under the authority of FAR 6.302. The
requirement is for four VIR-32 NAV Trans (PN 622-6137-201), four
VHF-22C Comm Trans (PN 822-1113-001), and four CTL-22C Comm Control (PN
822-1120-007). These items are required to perform cockpit
modifications to Army aircraft. Delivery by 31 March 2000. The

received by 1:00pm EST, 14 March 2000. A determination by the
government not to compete with this proposed contract based upon
responses to this notice is solely within the discretion of the
government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
