SOURCES SOUGHT SYNOPSIS for non-personal, technical services to ensure proper operations and maintenance of Shield to support the Tactical Ground Systems, including hardware and software maintenance during the extension period for ALERT Operations and SBIRS Initial Operational Capability (IOC) Increment 1. This is not a commercial acquisition. The software is government owned and would be made available to a successful competitor. The requirements consist of seamlessly extending support for Shield, AeroSpace Fusion Center (AFC), supporting exercises/special events, remote fusion activities, providing operational performance assessment, mission performance improvement, software prototype development, testing, installation and tuning of system algorithms. This includes operating and maintaining a development facility that provides data connectivity on a 7 day per week, 24-hour per day schedule, and must be periodically manned on a continuous basis to meet operational support requirements. Aerojet Electronics Systems, as the manufacturer for the DSP sensor and developer of the Talon Shield, ALERT, Shield, AFC and SBIRS IOC Increment 1 mission software is qualified to continue the development and enhancement of this product in a timely and cost effective manner. Aerojet has access to engineering information not available in existing Government specifications, drawings, and manuals, as well as the telemetry data, communications lines and a special compartmentalized information facility (SCIF) which are key components for meeting the operational mandates. The proposed period of performance for the extension effort will commence on 30 Sep 2000 and continue through 30 Sep 2003. This synopsis is for information and planning purposes only; it does not constitute a Request for Proposal (RFP). Any interested firm with the needed capability or the ability to acquire the needed capabilities must submit a written notification of interest and statement of capability by 24 March 2000. Total page count of the SOC should notexceed 50 pages. The Government will not recognize any cost associated with the submission of a Statement of Capabilities (SOC). Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. When requested, the Ombudsman will maintain strict confidentiality regarding the source of the concern.
