Marine Corps has begun efforts to develop and refine the operational
goals and acquisition strategy for the Logistics Vehicle System
Replacement (LVSR). The LVSR Program is currently in Phase 0, Concept
Exploration. An Analysis of Alternatives is currently being conducted
to identify potential material solutions and sources of supply
(domestic and international). In support of this effort, the Marine
Corps Systems Command is seeking information regarding the capabilities
of commercially available and/or Non-Developmental off-road and highway
capable vehicle platforms to transport heavy payloads and towed loads.
The Marine Corps will utilize the information gathered from industry
to better understand the current and future state of heavy truck
technology in order to develop a rational set of performance criteria
to best meet mission objectives. In addition, information gathered from
industry will become a vital element used to establish the Marine Corps
LVSR acquisition strategy. It is ultimatelythe Marine Corps goal to
develop an acquisition strategy that best supports mission requirements
in a cost effective, supportable and evolutionary/time-phased manner.

available and, in addition, will be made available through the Defense
Technical Information Center. Industry is strongly encouraged to
participate in the Marine Corps LVSR Industry Day Conference to be held
on or about 11 April 2000 at the Marine Corps Base, Quantico, Virginia.
Further details regarding Industry Day (i.e., how/when to register)
will be posted on the LVSR web page. A brief synopsis of the LVSR
program follows: The LVSR will serve as the Marine Corps heavy tactical
wheeled vehicle fleet replacement and will be fielded to elements of
the MAGTF as the primary logistics throughput in supporting both
Operational Maneuvers from the Sea (OMFTS) and Sustained Operations
Ashore (SOA). The LVSR will address the current fleet deficiencies in
off-road mobility, payload capacity, available power, ride quality,
stability and braking. Configured to be externally transportable by
heavy vertical lift, the LVSR will provide the Marine Corps heavy lift
capability of transporting bulk fuel and water, ammunition, ribbon
bridges and components, bridge boats, standardized containers, bulk,
breakbulk and palletized cargo (on flatracks), engineer equipment and
provide wrecker/recovery capability. The Through the use of flatracks,
the LVSR will bring interoperability between the Marine Corps, NATO
and U.S. Army. The LVSR Initial Operational Capability (IOC) is
currently scheduled for FY08 with Final Operational Capability (FOC) in
FY12. This announcement serves to support the Marine Corps continued
survey of industry capabilities. No solicitation document exists at
this time and the Government will not reimburse respondents for
information provided. Any information provided in response to this
announcement that is considered by the respondee to be proprietary
shall be marked accordingly. Responses to this announcement shall be
