issue a Request for Quotation (RFQ) for the following items: Item 1:
Slip Ring, 100 contact, with cooling jacket, circuit board connector
and grease pack bearings for operation up to 25,000 RPM; Item 2. Design
special output connector configuration for Item 1 to decrease the
overall length of the installed slip ring and output wires; Item 3.
Modify an existing 100 contact slip ring assembly to be furnished by
NASA Glenn to the special output connector configuration of Item 2.
Part to be modified is International Instrumentation Part Number
14200643-3. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/GRC intends to purchase the items
from International Instrumentation Inc., P.O. Box 153, Bunn, NC 27508
under an approved Justification citing the authority of 10 U.S.C. 2304
(C)(1) -- Only one responsible source and no other supplies or
services will satisfy agency requirements. The Justification for Sole
Source is: Item 1: the slip ring is a spare unit for an existing
identical unit within the NASA facility. The facility has existing
adapter hardware to mechanically accept this design. A substitute part
that is not compatible with the existing facility is
unacceptable.Additionally, the slip ring has a contact board type
electrical connector that is unique for a slip ring application and is
not available from other manufacturers. The contact board connector
allows the use of a separate wire harness between the slip ring and the
research rotor. Use of the wire harness gives the facility mechanical
and environmental safety advantages not otherwise possible. Items 2 and
3:The service requires redesign and modification of an existing slip
ring unit which the original manufacturer has unique design knowledge
and drawings pertaining to the existing unit. The Government intends to
acquire a commercial item using FAR Part 12. Interested organizations
may submit their capabilities and qualifications to perform the effort
in writing to the identified point of contact not later than 4:30 p.m.
local time on March 22,2000. Such capabilities/qualifications will be
evaluated solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. A determination by the
Government not to compete this proposed effort on a full and open
competition basis, based upon responses to this notice is solely within
the discretion of the government. Oral communications are not
acceptable in response to this notice. All responsible sources may
submit an offer which shall be considered by the agency. An Ombudsman
