synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; a quote is being requested and a written
solicitation will not be issued. Solicitation N61339-00-Q-2568 is
issued as a request for quote and incorporates the provisions and
clauses in effect through Federal Acquisition Circular 97-15. The
solicitation shall be awarded on a sole source basis to Jason
Associates Corporation, 121 South Business Park Drive, Suite 100,
Draper UT 84020. The SIC Code for this solicitation is 3699 with a size
standard of 750 employees. The following items are required: CLIN 0001,
Vickers-Ulstein Full Follow-Up Secondary Z-Drive Tractor Steering
Control Mod for Buoy Tender WLM ISCTS, 1 LO; CLIN 0002, Option to
obtain Dual Differential Global Positioning System (Dual DGPS), 1 LO;
CLIN 0003, Option to obtain Dynamic Positioning System
Part-TaskTraining System integrated with Electronic Chart-Precise
Integrated Navigation System (ECPINS) and associated software upgrade,
1 LO; CLIN 0004, Option to obtain Contractor Logistic Support,
consisting of three one-year options, SLIN 0004AA, 06 Jan 01-05 Jan 02,
12 MO, SLIN 0004AB, 06 Jan 02-05 Jan 03, 12 MO, SLIN 0004AC, 06 Jan
03-05 Jan 04, 12 MO; CLIN 0005, Option to obtain ISCTS life-cycle spare
and repair parts for WLM and WLB Buoy Tenders and CLIN 0006, Option to
implement Maintenance Test Boards (WLM and WLB). The following
Statement of Objectives applies: "STATEMENT OF OBJECTIVES FOR THE
MODIFICATION TO THE UNITED STATES COAST GUARD 175' KEEPER CLASS (WLM)
AND 225' JUNIPER CLASS (WLB) INTEGRATED SHIP CONTROL TRAINING SYSTEMS
-- 1. Overall Objectives. The overall objectives of this purchase order
is to maintain concurrency with shipboard modifications and enhance
training effectiveness by incorporating recent shipboard design changes
into the existing Integrated Ship Control Training Systems (ISCTS).
Recent shipboard modifications that directly impact training
requirements, hence the ISCTS, include: a. Full Follow-up Secondary
Z-Drive Steering Control System b. Dual Differential Global Positioning
System (Dual DGPS) retrofit c. Dynamic Positioning System Part-Task
Training System integrated with Electronic Chart-Precise Integrated
Navigation System (ECPINS) and associated software upgrade d. Spare and
Repair Parts to ensure life cycle support for the ISCTS e. CLS
Services; f. Maintenance Test Boards; 2.0 Contract Objectives. The
following additional information is provided for contract
clarification. Do not address this information in the SOW. a. The
contractor will procure the VUTDC and components necessary to fully
integrate the VUTDC system into the WLM ISCTS, including hardware,
software, and technical documentation. b. The contractor will procure
the necessary equipment to fabricate, assemble, install, and test the
DPS Part-task Training System (DTS) c. The contractor will make the
necessary changes to the ISCTS software to fully integrate the Dual
Differential Global Positioning System (DGPS) in both WLM and WLB ISCTS
trainers. d. Trainer Engineering Change Proposals (TECPs) will form a
part of this contract to complete the ISCTS configuration.; e. The
contractor will develop a set of maintenance test boards for both WLM
and WLB ISCTS Training Systems; 3.0 Engineering Objectives a. The
contractor shall be responsible for the hardware and software design
and development, hardware and software integration, configuration item
and system level test, delivery, assembly, and installation of the
ISCTS modifications and enhancements as outlined in the paragraphs 1.0
and 2.0 above. b. Performance requirements of NAWCTSD's specification
PRF 960104 Rev.2 dated 30 April, 1998 shall be adhered to for these
modifications and enhancements with regards to and including WLM/WLB
specific ship class ship maneuvering and ship handling; Trainer
[Computer] Support Suite (TSS); form, fit, and functional equivalence
WRT equipment, equipment mounting, and equipment interconnectivity; and
facility requirements. c. Fabrication of a Port Secondary Conning
Stations (SCS-P) as found on the WLM class buoy tenders with the FFU
steering system installed. The contractor shall be responsible for full
integration of the SCS-P and associated equipment into the ISCTS. d.
Design, develop, procure, fabricate, assemble, deliver, and test the
DPS part-task training system. e. Establish an engineering baseline
prior to the start of design and development efforts. Indicate
differences in the WLM ISCTS from date of delivery and Government
acceptance as compared to present configuration. Perform necessary
software modifications to fully integrate the Dual DGPS system. Address
requirements necessary for delivery of product baseline upon completion
of this contract. f. Assemble a complete and comprehensive life-cycle
spares requirements list to effect an Organizational level maintenance
concept (Remove and Replace at the Lowest Replaceable Unit levels)
consistent with NAWCTSD SOW 960119 Rev.2 dated 30 April, 1998 paragraph
3.3.1 and subparagraphs. g. Revise engineering, logistics and training
documentation to document changes made to the ISCTS as a result of
this modification and to reflect incorporation of the FFU steering
system into the WLM ISCTS. The documentation which will need revising
includes (reference SOW 960119 Rev.2 dated 30 April, 1998): 1.

4.0 Program Objectives; a. Create a program management system that will
provide programmatic schedules and performance status and information
to the Government for the duration of and separately for each of the
purchase order's tasks/delivery orders that are exercised.; b.
Establish a sound Risk Management system. Mitigate risk to the maximum
extent possible. Software design and development, hardware and
software integration, and testing are areas where risks need to be
addressed.; c. Establish a comprehensive Configuration Management
system. Apply configuration management to hardware, software, and
documentation configuration items.; 5.0 Logistics Objectives; a.
Develop an Integrated Logistics Support (ILS) program to include
technical maintenance, Commercial and Non-Developmental Items (CANDI)
documentation, ISCTS system spares recommendations for TUE and tactical
equipment along with supporting documentation, provisioning technical
documentation and other support elements needed to operate and maintain
the ISCTS when fielded. The documentation shall be used for life-cycle
support of the trainer.; b. Continue CLS services to operate and
maintain the training device to a guaranteed reliability and
availability level, including spares, associated user documentation,
support data, test equipment, and maintenance training." Delivery shall
be made no later than 10 months after award for CLIN 0001, and for
CLINs 0002 through 0006, delivery will be as agreed to in Schedule F
prior to contract award and/or exercise of respective option(s) to
United States Coast Guard Land Based Support Facility at Portsmouth,
VA, as required; acceptance shall be made at destination upon delivery.
Delivery shall be made FOB Destination. The following FAR/DFARS
provisions and clauses apply to this acquisition: 52.212-1, 52.212-3,
52.212-4, 52.212-5, 252,2121-7001. The following subparagraphs of FAR
52.212-5(b) apply: (1),(3),(4),(6),(7),(8) and (9). The following
subparagraphs of FAR 52.212-5(c) apply: None. The following clauses of
DFARS 52.212-7001(b) and (c) apply:
252.205-7000,252.219-7003,252.219-7005,252.225-7012,252.225-7015 and
252.227-7037. A completed copy of the following must be included with
the quote: FAR 52.212-3 and DFARS 252.212-7000. The following clauses
also apply: DFARS 252.204-7004, "Required Central Contractor
Registration," FAR 52.227-19 "Commercial Computer Software-Restricted
Rights" and "Year 2000 Warranty-Commercial Supply Items". The DPAS
rating for this solicitation is N/A. See Note 22 (forty-five days is
