W. Schmidt (309) 782-3811 Currently the U.S. Army is requesting market
research information for both pneumatic and low-cost electric infantry
targetry equipment to potentially satisfy future targetry
requirements. Sources and information are being sought for economical
training range equipment (i.e., either low-powered electric,
440/220/110 VAC, or pneumatic driven). This equipment will allow for a
wide variation of range configurations, as outlined by TC 25-8, to
meet the small arms live-fire training requirements. Our objective is
to obtain an outdoor pop-up target range package which is easy to
maintain and is operational at various temperature extremes. These
training packages are envisioned to be a complete "turn-key" operation
to include target lifters, target lighting, coffins, basic earth work
(trenching using standard trenching equipment), target berms, complete
installations, and any other items necessary to fully equip standard
Army small arms training ranges. As a minimum, each range is expected
to contain infantry target-lifting devices, a Range Control Station
(RCS) which should include, as a minimum, a control computer, SVGA
monitor, printer, and any ancilliary equipment required to operate a
target range, 3-D infantry targets (type E and F), data/power
transmission lines, target coffins and berms, and Night Muzzle Flash
Simulators (NMFS). In addition, the packages will include New Equipment
Training (NET), installation and testing, a two-year commercial
warranty, operator's manuals, and repair and technical manuals and
sustainment training package (as a suggestion: Plan of Instruction,
lesson plans, video tapes, etc.) to support all repair actions for this
equipment. The Government will furnish an environmentally controlled
Range Control Tower, 440/220/110 VAC, 50 and 60 cps power at the tower,
a concrete pad sized to a contractor specified equipment building (if
required), firing line positions to include foxholes and berms, and all
road and parking lot construction to the range. The system must
reliable, durable, simple to operate, environmentally-friendly, and
require minimal or no routine maintenance. The system must be capable
of operating in all types of environment (i.e., hot, cold, wet, sandy,
salty, etc.). All target lifters should be capable of attaching to
raising and lowering standard 3-D, E, and F-type infantry silhouettes
and responding to commands from and transmitting status to the Range
Control Station. Annual cost of operating, maintaining, and supporting
the targetry devices is a key factor. Any company with the expertise
to provide the required targetry equipment is invited to submit a
statement of interest by 3 April 2000, to include information on
current products meeting the general characteristics stated in this
announcement and the reasons why a suggested product could be expected
to achieve the capabilities requested. Supporting data and
documentation should include commercial literature clearly describing
critical information such as operational capabilities and operational
duration capability(including weatherproofing, waterproofing, and
operation in environmental extremes), target silhouette description and
life expectancy, operational costs, warranty information, pricing
information including any discounts available, production and/or
delivery lead-time requirements, and packaging and shipping
information. Interested sources are requested to provide information
concerning small business status, percent of foreign content, and the
contract numbers of any current or previous government contracts for
similar products (to include names and phone numbers of Government
contracting and/or technical personnel with knowledge of their
products). It is further requested that all information be submitted in
duplicate to facilitate the market survey evaluation process. Posted
