Information obtained as a result of this synopsis is for planning purposes only. It does nor constitute an invitation for sealed bid or request for proposal (RFP), nor is it to be construed as a commitment by the government. The government is currently conducting a market survey and analysis of government-off-the shelf and commercial-off-the shelf products that can meet the requirements for the Air Force Forms Management Program. The software must meet all mandatory requirements to be Joint Technical Architecture-Air Force (JTA-AF), Defense Information Infrastructure-Common Operating Environment (DII-COE), and Year 2000 (Y2K) compliant. The software must operate in a Windows 95, Windows 98, and Windows NT environment. The forms software must support a web based forms environment (to include intranet), forms routing and connections to common use databases, and integrate with Air Force e-mail systems and networks. Software should contain a full set of design tools to allow forms to be designed as physical or web based products. Design features should allow for creation of forms from a library of templates or a scanned image. Characteristics such as have minimum maintenance, easy design, security, thin-client architectures, and support of digital signature integration in accordance with Air Force requirements. Design characteristics must support tabbing order, calculations, validations, lookup lists, buttons, and graphics. It should validate data entry with automatic calculations, database lookups, and custom macros to simplify form completion and improve data accuracy. Air Force Designers must have the capability to connect forms to multiple databases (perform database lookups, updates, and queries automatically and interact with all databases that support the ODBC standard), design specialized and dynamic menus and toolbars, create custom macros that automate user tasks, link related forms, include OLE 2.0 links to external applications, lock form designs to prevent changes, and sign and encrypt forms to provide security and authentication. Forms must print across a wide range of Air Force printers. It is extremely important that software will support easy conversion of current Air Force forms inventory. Vendors responding to this market research who currently can make products available to the Air Force are requested to provide descriptions and specifications of the products available within 30 days after the posting date of this notice.
