Laboratory ANALYTICAL SERVICES FOR ORGANICS AND INORGANICS (SIC 8734):
The US EPA, Region IX, San Francisco, has a requirement for a Regional
Environmental Analytical Procurement (REAP) which seeks to provide EPA
with analytical data for use by Region IX in support of its
investigation and clean-up activities. Services to include application
of methods for the isolation, detection, and quantities measurement of
VOCs, semivolatiles, pesticides, and metals. EPA anticipates that up to
10% of analyses will include non-standard methods and matrices.
Analysis of hazardous waste samples will include GC/MS, GC/EC, GC/FID
and GC/NPD technologies for organics; and ICP, AA, and graphic furnace
technologies for inorganics. Analysis of low, medium and high
concentrations will be required. There are defined procedures for
analytical methods, QA/QC, and preperation and submission of data.
SCHEDULE: Data will be required, depending on the concentration levels,

date of issuance of the solicitation, Request For Proposals (RFP) #
PR-R9-00-10041 is MARCH 29, 2000. See Notes 1 and 26. The RFP will be
available on-line at EPA's wedsite "Doing Business with EPA" at
http://www.epa.gov/oam, or by contacting the Contract Specialist shown
below. Hard copies of the RFP will not be provided without written
certification that internet capability is unavailable. Written
certification can either be faxed (Facsimile (415) 744-1680), or mailed
to the Contract Specialist at the the EPA Region IX address shown
above. Procurement is being set-asid for small business concerns.
Selection will be based on technical merit and quality, with price as
a factor. The Government intends to utilize a two-step source selection
approach. Step 1 requires the submittal of a technical proposal and
proposed prices. Proposals will be wiighted and ranked. Proposals
placed in the competitive range will go on to Step 2, and proposers in
Step 2 will be required to satisfactorily analyze one round of
Performance Evaluation (PE) samples. EPA will then score PE results and
validate the data, and competitively negotiate the requirement. Award
will be based on best value to the Government utilizing the best
practices approach of FAR Subpart 15 (see FAR infromation below). The
Government rewerves the right to do a facility inspection of the
recommended source. Also the Government reserves the right to award one
to two contracts. For information on small business set-aside,

INFORMATION: It is the intent of the Government to award one to two
Indefinite Delivery/Indefinite quantity contracts with fixed unit
prices to a small business concern. It is planned that the resultant
contract, or contracts, will be for a Base Period of One Year, with two
one-year options, and a guarenteed MINIMUM of $100,000 per contract for
