NASA/JSC intends to purchase the items from Dynacs Engineering. Under the authority of 10 USC 2304 (c) (1) full and open competition need not be provided for when the supplies or services required by the Agency are available from only one responsible source, and no other type of supplies or services will satisfy Agency requirements. Dynacs, by virtue of being the designer and developer of the contract administration database, has acquired a unique level of expertise and knowledge necessary to provide the continued design and development of the database system. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. An Ombudsman has been appointed. See Internet Note "B".
