542 The Federal Bureau of Prisons (BOP), Federal Correctional
Institution (FCI) Schuylkill, located in Minersville, Pennsylvania,
requires the health care services of a qualified medical entity (e.g.,
local hospital, health maintenance organization, preferred provider
organization, etc.) to supplement those services not provided by FCI
Schuylkill. The Contractor will be required to provide an established
medical entity located within the twenty-five (75) mile radius of FCI
Schuylkill. Preference shall be given to offerors who agree to provide
comprehensive hospital and physician services with centralized billing
including administrative oversight. Essential health services include
the following: inpatient/outpatient hospital services;
inpatient/outpatient physician services; and outpatient institution
services at FCI Schuylkill. The Contractor will be required to maintain
an active ongoing QA&I program, including quality assessment and
utilization review, to ensure compliance with the terms and conditions
of the resulting contract. As part of the provision for comprehensive
inpatient/outpatient physician and hospital services, the BOP is
preferring the services of a Contractor who will also agree to provide
managed care oversight. These oversights include paid medical claim
review/analysis and utilization/case management. The Government
estimates, but can not guarantee, that 750 days of Inpatient Hospital
and Physician services; 750 outpatient visits; and 2,104 sessions (each
session equals one hour) of various outpatient institution services (at
FCI Schuylkill) will be required per contract performance period. The
base period of performance would begin on the date of contract award
through a 12-month period. Four additional 12-month option periods may
be unilaterally exercised in accordance with the terms of the
resulting contract; however, the Government is not obligated in any
manner to exercise any of the option periods. These requirements will
be solicited under Request For Proposal (RFP) 252-0012. The RFP issue
date is anticipated to be April 3, 2000, and the response date for
receipt of proposals is anticipated to be May 5, 2000. A pre-proposal
conference is anticipated to be held after issuance of the solicitation
and will be announced therein. It is the responsibility of each
prospective offeror to verify the date for the issuance of the
solicitation, time and date for receipt of offers, and the pre-proposal
conference. The Standard Industrial Classification Code for this
requirement is 8062. This requirement is unrestricted and not set-aside
for any specific socio-economic programs (i.e., small business,
disadvantaged business, etc...). All responsible sources may submit a
