The U.S. Environmental Protection Agency (EPA), Office of Water = (OW), Office of Wetlands, Oceans, and Watersheds (OWOW), Assessment and Water= shed Protecrion Division (AWPD), has a requirement for technical support for= a program to improve nonpoint source (NPS) pollution prevention and contr= ol. Support is required in the areas of NPS monitoring, land treatment trac= king and NPS data analysis methods; technical support for state and local govern= ments and to trade industry groups working in partnership with EPA to control NPS= pollution; and technical support involving urban and agricultural nonpo= int pollution source controls and associated costs for those controls. Ant= icipated support services include outreach, educational materials, graphics supp= ort, training, workshop and meeting logistics support; cost and economic ben= efits analysis; water quality screening and modeling support; peer review and= technical transfer; implementation issues related to point and nonpoint= source strategies; nonpoint source design and evaluation; database development=, data analysis, and data presentation capabilities; GIS needs relative to NPS= applications; Best Mangement Practices technical support; pollution con= trol topics and priorities; developoment and enhancement of software related= to the NPS program; NPS monitoring, land treatment tracking, and NPS data anal= ysis methods; and technical support concerning tribal and state NPS programs= . The contract will require management of multiple, concurrent work assignmen= ts, some with quick turn-around responses. The proposed contract will be a cost= plus fixed fee/level of effort term type contract with a base period of 12 m= onths and two 12 months options, for a total maximum period of 36 months. The Ba= se level of effort (LOE) for each of the three periods will be approximately 3= 2,250 direct labor hours, with options for an additonal LOE of up to 16,125 = in each period, for a total potential of 145,125 direct productive labor hours = over the three years, if all options are exercised.
