execution and construction support services to be provided by the
Contractor to the Electronic Facilities Division, (Code 24), Naval
Facilities Engineering Service Center, East Coast Detachment. Services
may involve procurement, installation, repair/replacement, or
maintenance of systems that include, but are not limited to: 1.1
Uninterruptible Power Supply (UPS) Systems; 1.2 Battery Systems and
Battery Chargers; 1.3 Power Distribution Units and Surge Protection of
Transient Voltage Suppression System (TVSS) Equipment; 1.4 Motor
Controllers/Motor Control Systems and Variable Frequency Drives (VFD);
1.5 Supervisory Control and Data Acquisition (SCADA) of Direct Digital
Control (DDC) and Remote Monitoring Systems; 1.6 Programmable Logic
Control (PLC) Design and Programming; 1.7 Power Generation Systems
(Standby and Prime) Peak Shaving and Co-Gen; 1.8 Switchgear, Line
Conditioners, Inverters; 1.9 Transfer Switches; 1.10 Load Banks; 1.11
Transformers and VoltageRegulators; 1.12 Chillers, Cooling Towers,
Packaged Heating, Ventilation, Air Conditioning (HVAC) Systems and Air
Handlers; 1.13 Site Surveys, Engineering, Installation, Emergency
Repair and Preventive Maintenance; 1.14 Construction, alteration or
repair services associated with services and/or product installation;
1.15 Systems Engineering Support . These locations include, but are not
limited to, shore based permanent and relocatable components, such as
communication centers, transmitters, receivers, antennas, data
processing centers, training facilities, laboratories, C4I facilities
and cryptographic centers. Hazardous materials, i.e. asbestos and PCB,
may be present at any project location. The firm or its subcontractors
may be required to conduct hazardous material removal; surveys,
including testing and sampling, provide design removal procedures and,
if required, prepare construction contract documents in accordance
with applicable rules and regulations pertaining to hazardous
materials. The contract will be awarded on an indefinite
delivery/indefinite quantity basis for a one year base period and four
one year options. Each task order will be a firm fixed price contract.
Multiple awards under this solicitation are anticipated. It is
anticipated that one or more of the awards will be awarded to small
businesses offering the best value to the government. The governement
does not intend to formally "set-aside" the small business awards under
procedures set forth in FAR Subpart 19.5, although we do intend to
reserve awards for small businesses. All proposals will be evaluated
based upon the solicitation requirement and evaluation factors without
regard to business size classification. After award of the basic
contracts, the government may choose to compete any task orders between
the multiple awardees. The successful offeror(s) will be selected based
on evaluation criteria that include: specialized technical experience
and qualifications, past performance, and small disadvantaged business
participation target goals. The ceiling will be $30 million over the
entire contract period, across all contracts awarded. With a guaranteed
minimum of $75,000.00 for each contract in the first year only. The
place of performance and/or delivery will be specified in each order.
The selected firm(s) may be subject to an advisory audit performed by
the Defense Contract Audit Agency. A subcontracting plan will be
required from the selected firms if the firms are large companies not
qualifying as small or small disadvantaged businesses. The
subcontracting plan shall have goals of setting aside for small
disadvantaged businesses not less than 5 percent of the efforts
subcontracted. This does not apply if the prime firm is a small
business. The solicitation will be available via the NAVFACCO website
at http://esol.navfac.navy.mil on approximately 24 March 2000.
Responses to this solicitation will be due 30 days after the RFP is
posted on the NAVFACCO website. Firms interested in responding to the
