The Substance Abuse and Mental Health Services Administration
(SAMHSA), through the General Acquisitions Branch, Program Support
Center (PSC), intends to award a seven (7) month sole source Simplified
Acquisition to Kaiser Permanente of Oakland, California. Kaiser
Permanente has extensive experience in evaluating substance abuse
treatment in HMO's for adolescent populations. They are currently
completing a multi-site study, "Pathways to Treatment for Adolescents
in an HMO" which SAMHSA will use to build upon this project in order to
develop initiatives designed to improve access to substance abuse
treatment for adolescents in a variety of settings, including primary
care, juvenile justice, and schools. Kaiser Permanente shall develop a
report for SAMHSA detailing the epidemiological characteristics of the
private and public managed care populations at selected sites.
Information shall be developed detailing the methods, data, and
analyses of adolescent access to and retention in treatment, including
variation for different ethnic and gender groups and the policy
implications of these analyses, including discussion of the
implications for improving accessibility and quality of care. Kaiser
Permanente and SAMHSA shall develop a plan to disseminate the reports.
