R -- NOTICE TO INTEND TO AWARD A SOLE SOURCE CONTRACT SOL S-0060000002 POC Demetria Brown (202) 208-4585 Notice of intent to award a sole source contract to Charles F. Wilkinson to instruct workshops for the National Park Service American Indian Liaison Office (AILO). The services rendered under this contract will be a follow-on to the task initiated under a sole source contract which was issued in February 1997. An award to any other source would result in substantial duplication of costs to the Government that is not expected to be recovered through negotiation or unacceptable delays in fulfilling the agency's requirements. Only one source is responsible and no other supplies or services will satisfy the agency's requirement. The purpose of the workshops are to improve the relationships between the National Park Service and the American Indian Tribal governments. The National Park Service has special responsibilities to tribal governments and Indian Individuals. There is a clear and legal foundation that requires the National Park Service to treat Indian governments as sovereign nations. The contractor shall demonstrate in workshops to participants the basic principles of the legal foundation and the government to government relations.
