Institutes of Health (NIH), National Cancer Institute (NCI) plans to
procure services for the ongoing NCI Prostrate, Lung, Colorectal, and
Ovarian Cancer (PLCO) Screening Trial from Dr. Anthony B. Miller,
Senior Epidemiologist, Office of the Director, International Agency for
Research on Cancer, 150 cours Albert Thomas, 69372 Lyon cedex 08,
France. The PLCO which involves multiple study centers, is a
large-scale, randomized study to determine whether certain screening
tests will reduce the number of deaths from associated cancers. An
experienced epidemiologist is required to provide scientific expertise
for projects that support the PLCO over a one year base period of
performance and four, one year option period, if exercised
(approximately 275 hours each year). The projects to be supported
include but are not limited to the following: 1) Health-related quality
of life (HRQOL) and cost-effectiveness studies, 2) Death review in the
PLCO trial, 3) Pathology review in the PLCO trial, and 4) Preparation
of scientific papers for the PLCO trial and the International
Prostrate Screening Trial Evaluation Group (IPSEG). The activities
under these projects require thorough familiarity protocol design for
efficient implementation and execution of protocols within the PLCO
trial. The Contractor shall also review and prepare critiques of five
ongoing PLCO studies. Based on the investigation, the Contractor shall:
1) identify gaps in the knowledge base and provide direction for the
design and execution of projects; 2) organize and facilitate
improvements for the studies; 3) review and provide recommendations on
meeting minutes involving complex scientific matters; 4)preparation of
scientific papers for the various trials and 5) provide guidance and
scientific support to all phases of the above trial related to
epidemiology, death reviews, pathology, quality assurance auditing at
screening centers; protocol design and procedures. Dr. Miller was
previously awarded a purchase order for this project, and his continued
follow-up is necessary to maintain continuity within the trials.
Specifically, he has been involved with the auditing of screening
centers, and he has an extensive history in working with PLCO to draw
upon in providing recommendations. His follow through from his
recommendations for design through implementation and execution is
essential to avoid disruptions to the studies. In addition, he is an
expert in establishing clinical trials, particularly when they involve
multiple centers. He has completed manuscripts analyzing the
scientific value of international collaboration between European,
Canadian, and US organizations, and he is an accepted expert throughout
the world on clinical trials and international collaborations such as
the PLCO. Dr. Miller is the only source known to the NCI researcher
that can provide the required services and expertise noted above,
especially with regard to trials design, auditing, and experience with
international collaborations as noted above. This is not a
solicitation for competitive quotations. However, if any interested
party believes it can provide the above service, it may submit a
statement of capabilities. The statement of capabilities and any other
information furnished must be in writing and must contain material in
sufficient detail to allow NCI to determine if the party can perform
the requirement. Capability statements must be received in the
contracting office by 2:00 p.m. EST, on March 27, 2000. For further

this proposed requirement based upon responses to this notice is
