COMMERCE BUSINESS DAILY ISSUE OF MARCH 13,2000 PSA#2555B -- WIND TUNNEL Background "This is a combined synopsis/solicitation
for commercial=20 items prepared in accordance with the format in
Subpart=20 12.6, as supplemented with additional information
included=20 in this notice. This announcement constitutes the only=20
solicitation; proposals are being requested and a written=20
solicitation will not be issued. This solicitation,=20 F3360100T0214,
is a Request for Proposal (RFP). The=20 solicitation document and
incorporated provisions and=20 clauses are those in effect through
Federal Acquisition=20 Circular 97-14. This is a small business
set-aside.=20 =20 =20 Wind Tunnel Minimum Specifications =20 =20 1.This
specification calls for the design and construction=20 of an Open
Circuit Wind Tunnel. =20 2.The tunnel should attain a maximum airspeed
of at least=20 230 feet/sec through a 31""x 44"" test section. =20
3.The tunnel should be driven at variable RPM through a=20 Variable
Frequency Drive and a 200 hp motor driving a=20 centrifugal blower. =20
4.The transverse velocity distribution across the test=20 section and
within the boundary layers should be within 1%=20 of the mean. =20
5.The turbulence measured at the test section centerline=20 should be
less than 0.1% at full speed. =20 6.The successful bidder should cite
actual measurements in=20 tunnels of comparable speed and size
confirming transverse=20 velocity, and turbulence specifications have
been achieved. =20 7.Construction of the shell should be of welded
steel=20 supported by longitudinal alignment beams caring castors
and=20 leveling screws. The shell thickness should be a minimum of=20
=BC"" for the entrance nozzle and 3/16"" for the diffuser. =20 8.The
contraction Area Ratio should be a minimum of 9.5:1. =20 9.The settling
chamber should house 4 anti-turbulence=20 screens of 20x20 mesh
stainless steel in steel frames to=20 permit easy removal for
inspection and cleaning. =20 10.Aluminum honeycomb with =BC"" cells and
an Aspect Ratio of=20 at least 15 should be installed upstream of the
screens. =20 11.The tunnel should have a settling chamber downstream
of=20 the screens and fillets in the entrance section, test=20 section,
and diffuser. =20 12.The fillets in the test section should be tapered
to=20 compensate for boundary layer growth and provide a flat=20
horizontal pressure gradient. The opposite sides of the test=20 section
should be parallel to accommodate optical=20 measurements. =20 13.The
ceiling and floor of the test section should be=20 fabricated from
aluminum plate. Side doors will be made of=20 plexiglass. These doors
should have gas-actuated hinges to=20 provide easy access to the test
section. A removable=20 plexiglass window should be installed in the
ceiling. A=20 removable turntable will be provided in the floor. =20
14.The tunnel should be fitted with static pressure rings=20 downstream
of the screens and upstream of the test section.=20 The rings will act
as manifolds for orifices in the four=20 walls of the tunnel. =20
15.Airspeed should be indicated on a digital readout based=20 on
standard conditions and factory calibration. =20 16.The diffuser should
have a maximum included angle of 6=20 degrees based on area. =20 17.The
tunnel exhaust should be vented upward with an=20
acoustic-silencer/diffuser. =20 18. The tunnel shall be computer
controlled with a minimum=20 Pentium III 733Mhz, 250Meg Internal Zip,
20 Gig Hard drive,=20 512 Meg Memory, W/R CD (8x write,4x rewrite, 32x
read), 3.5=20 Drive, 21"" Monitor, 3D Video card with at least 32 MB
SDRAM. =20 19. The computer control system shall have a minimum of
16=20 bit A/D (16 Channel), 12 Bit D/A (2 Channel), tunnel control=20
software (Air Speed) with data acquisition capability. =20 20.
Delivery, Installation, and On-Site Training shall be=20 accomplished
by bidder. =20 NOTE: The room size is 66' long, 30' wide, and 20' high
