COMMERCE BUSINESS DAILY ISSUE OF MARCH 13,2000 PSA#2555SPECIAL NOTICE Engineering Services are required to complete the
Blackfeet Tribe's no-migration variance application for the Blackfeet
Reservation Solid Waste Disposal facility located near Browning on the
Blackfeet Indian Reservation, Montana. Engineering documents, based on
40 CFR 258.5o(b), shall be prepared in support of the no-migration
variance demonstration (NMD). It must be determined if site conditions
are such that there is no potential for migration of hazardous
constituents from that of the proposed municipal solid waste landfill.
Reports of soil borings completed in December 1996 will be made
available. The NMD must be certified by a qualified ground water
scientist. If the EPA determines that there is a potential for
migration, engineering services may be required for an alternate
linear/leachate collection system design. The firm selected will be
required to meet with representatives of Blackfeet Utilities, the
Environmental Protection Agency, and the Indian Health Service. Firms
are invited to submit (1) a letter of interest; (2) a Standard Form
254, A/E and Related Service Questionnaire for the firm and all
consultants; (3) Standard Form 255, A/E and Related Services
Questionnaire for Specific Projects to the Blackfeet Tribe, Mr. Robert
DesRosier, Director, Blackfeet Utilities, PO Box 1369, Browning, MT
59417 by the close of business March 30, 2000. The estimated price
range for this acquisition is between $25,000 and $100,000. The
completion time for this firm fixed price acquisition is thirty (30)
