E-MAIL: Click Here to E-mail Buyer*****, Jill.Berriochoa@hill.Af.Mil. SOURCES SOUUGHT = Hill AFB employees 20,000 people, and they generate about 12,000 tons of municipal solid waste (MSW) per year. About half of that is disposed at the Davis County landfill, and the other half is recycled. Hill AFB will be seeking private sources to bid on a combined effort to accomplish refuse hauling and MSW recycling. Composting, mulching, and construction debris handling will not be part of this effort. At this point in time, the Air Force is seeking letters of interest. Hill AFB presently uses about 360 contractor provided solid waste dumpsters (6 cubic yard size) placed around the Base. Extra containers including roll off containers are set out for special events. 1145 government owned automatic pick up pails (90 gallon size) are used in Base housing. The pick up schedule for refuse varies from location to location. On average, a container is emptied 2.5 times per week. Collected refuse is hauled in contractor provided trucks to the Davis County Burn Plant for disposal. Hill AFB presently operates a 16,000 square feet Municipal Recycling Facility (MRF) located in building 805 on Hill AFB. Government equipment includes a conveyor, a multiple use bailer, collection containers, vehicles, and equipment such as forklifts. Corrugated cardboard, white ledger, and office mix are collected around the Base in Government provided containers and transported to the MRF. These materials are then cleaned, sorted, bailed and sold to recycling venders on a bid basis. Recycling venders pick up bailed materials at the MRF. Aluminum beverage cans, steel cans, 3 kinds of plastic, and glass are dropped off into Government provided containers at the MRF. These materials are then cleaned, sorted, loaded into trucks, and sold to recycling venders on a bid basis. These materials are transported by the Government and taken to the recycling venders. Newspapers, foam, wooden pallets, and kitchen grease are sold prior to collection on a contract basis. These materials are collected at various locations around the Base in vender provided containers, and taken off Base by the recycling venders. Hill AFB is seeking sources to provide personnel, materials, and equipment for this effort. Needed positions include a program manager (contract administration, bookkeeping, training, scheduling, marketing, etc.), a semi-truck driver/mechanic, and refuse/cardboard haulers. The collection of paper and the operation of the MRF will be provided by Enable Industries, a handicapped workshop. A social worker will help train and schedule the efforts of Enable employees.
