The FISC Norfolk Detachment Philadelphia intends to procure 2,700 manhours of Special Operations Subject Matter Expert training support services for the Special Operations Command Joint Forces Command (SOCJFCOM)in forming a Special Operations Forces (SOF) Joint Training Team (JTT) and in designing and developing a SOF Joint Training Program. Training support may be conducted in various exercises conducted anywhere in the world. The SOF JTT may either be responsible for or may assist in designing, preparing for, executing/controlling, and assessing a specific exercise. The FISC Norfolk Detachment Philadelphia intends to procure the required services through a modification to contract N00140-00-C-H003 with TRW, Inc. pursuant to the authority of 10 U.S.C. 2304(c)(1), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" as implemented by Federal Acquisition Regulation 6.302-1. TRW is currently providing the required services to SOCJFCOM under contract N00140-00-C-H003 which has a performance period through September 30, 2000 with four one-year option periods. The instant procurement is to establish a new labor category in the contract to support the operations and training with a unique pool of conventional operations Subject Matter Experts having extensive operational and training experience in joint special operations such as direct action, special reconnaisance, combating terrorism, unconventional warfare, personnel recovery, psychological operations, civil-military operations, foreign internal defense, and counter-proliferation of weapons of mass destruction. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, TRW, Inc., under the authority of FAR 6.302. As the incumbent contractor, TRW is the only source for the required services that will meet SOCJFCOM's requirements. Procuring the required services from a source other than TRW is impractical. Interested persons may identify their interestand capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
