The United States (U.S.) and Russia are working together to reduce the threat of nuclear weapons proliferation worldwide by disposing of surplus weapons plutonium in a safe, secure, environmentally acceptable and timely manner. Comprehensive disposition actions are needed to ensure that surplus weapons plutonium is converted to proliferation-resistant forms. The following events supporting disposition actions have taken place thus far. In January 1994, President Clinton and Russia's President Yeltsin issued a Joint Statement between the United States and Russia on Non-Proliferation of Weapons of Mass Destruction and the Means of Their Delivery. In July 1998 the U.S. and Russia signed a five (5) year agreement to provide the scientific and technical basis for decisions concerning the management of surplus plutonium. In September 1998 Presidents Clinton and Yeltsin signed a joint declaration setting forth a statement of principles based on the intention to remove up to fifty (50) metric tons of plutoniumfrom each country's nuclear weapons programs. A pending bilateral agreement between the U.S. and Russia provides a schedule and the conditions for the disposal of the surplus weapons plutonium. However, assistance from the U.S. will be required for Russia to complete the disposition of approximately thirty-four (34) metric tons of weapons grade plutonium. This assistance will support the design, procurement, modification/construction, and the associated engineering development of Russian plutonium disposition facilities. Since the U.S. will be providing some of the financial support for engineering development, design, procurement and construction of Russian plutonium disposition facilities, the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA), Office of Fissile Materials Disposition (NN-60) has established a strategy to select a private U.S. company to operate in Russia as its Integrating Contractor (IC). In the next month, a Source Evaluation Board will be convened for the purposes of procuring the services of an IC.
