intends to negotiate on an other-than-competitive basis with SEI,
Asheville, NC for a cost plus fixed fee order under Basic Ordering
Agreement N68936-00-G-0001 for Thin-Pack parachute systems, components,
related assemblies, engineering/logistical support and other services.
This order will be for maintenance support of the Thin-Pack Parachute
Systems, assemblies and components that SEI is providing to NAWCWD.
This effort includes the contractor providing initial spares for
fielded Thin-Pack Parachute (TPP) systems. SEI will be source of supply
to operational maintainers for selected assemblies. SEI will perform
all maintenance of production TPP systems, assemblies and components
not performed in the field at the organizational "O" level or
intermediate "I" level. Maintenance includes 1) repacking of warranted
parachute assemblies and other parachute system-related assemblies, 2)
resealing of sealed assemblies, and 3) determining the cause of
failures. SEI is the only source producing Thin-Pack Parachute Systems
using the Thin-Pack/Lightweight Environmentally Sealed Parachute
Assembly (LESPA) technology and is the only source to provide
maintenance support of those systems without violating existing
warranties. Thin-Pack Parachute drawing packages and associated
packing, sealing, and closing processes have proprietary markings,
making required design and maintenance information unreleasable.
Anticipated period of performance will be from date of award through 30
Sep 2002. FOB Destination. Solicitation will be issued on or about
March 27, 2000 and will be available through the NAWCWD 2.0 Contracts
