(SEI) to procure upgrades to four (4) Multi-Purpose Stroke Raster Display (MPSRD) units. These upgrades are to add remote programming capability that will accept high level remote commands via the MPSRD serial interface in the existing MPSRD control software. As the designer, developer and manufacturer of the original MPSRD units, SEI is the only known company capable of providing the upgrades to the MPSRD units. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
