This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number NHLBI-PS-2000-583, is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15. This acquisition is being conducted under simplified acquisition procedures. This requirement is under the Standard Industrial Classification (SIC) Code number 3826, Size Standard 500 employees. There are no set-aside restriction. The National Heart, Lung and Blood Institute intends to purchase a Boc Edwards Inc., brand name or equivalent Edwards Auto306 High Vacuum System with Carbon-Platinum Electron Beam Evaporation and components. The quoter must submit descriptive literature of the product quoted, and itemized price list. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the initial offer should contain the offeror's best terms from a technical and rice standpoint. However the government reserves the fight to conduct discussions if later determined by the Contracting Officer to be necessary. The government may reject any or all offers if such action and waive informalities and minor irregularities in offers received. Award will be made to the lowest priced, technically acceptable offeror meeting the Government's specifications. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
