This announcement constitutes the only solicitaiton; proposals are being requested and a written solcicitation will NOT be issued. Solcitation NE-23-00 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Circular 97-15. The appplicable Standard Industrial Classification (SIC) code is 2836; size standard is 500 employees. The USDA Forest Service is soliciting for the acquisition of 6,417 gallons of Carrier 038, an inert ingredient. This carrier is the only product to be used with the gypsy moth nucleopolyhedrosis virus product, Gypcheck. This product is needed by first week in May, 2000. This product is approved by EPA. The following provisions and clauses apply: Provision 52.212-1, Instructions to Offerors—Commercial, Instruction to Offerors -- Commercial (no adenda). Evaluation will be in accordance with FAR 52.212-2 based on price and the following other factors which are in descending order of importance: (i) technical capability of the item offered to meet the Government requirement and delivery date; (ii) price; and (iii) past performance. Offers shall include a complete copy of FAR 52.212-3, Offeror Representatives and Certifications-Commercial Items, (without Alternate); Clause FAR 52.212-4, Contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (no additional clauses).
