Security Administration (SSA) is seeking offers for the maintenance of
a COTS automated Federal Retirement and Benefits Calculator System
licensed from Economic Systems, Inc., that will operate in a Windows NT
environment. This is a combined synopsis/solicitation for commercial
services prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; offers are being
requested and a written solicitation will not be issued. This
solicitation document incorporates provisions and clauses in effect
through Federal Acquisition Circular FAC 97-15. This is 100% small
business set-aside, issued as Request for Quotation Number
SSA-RFQ-00-0850. Offers submitted from other than small business
sources will be rejected. All responsible small business sources may
submit an offer which shall be considered. The SIC code is 7372. The
small business size standard is $5 million. In 1999, SSA purchased a
software package from Economic Systems Inc. This is a brand name or
equal specification. This software produces accurate estimates of
retirement benefits, Thrift Savings projections, costs associated with
continued Federal Employees Group Life Insurance coverage, and Social
Security benefit projections. All software currently operates in a
Windows NT environment and utilizes Forms Flow forms. Additionally, the
product permits our Human Resources (HR) personnel to be able to
complete, on-line, the appropriate forms required for retirement, other
separations, enrollment in group life insurance, and the like. The
product meets the specifications of Forms Flow, as this is the
established SSA standard. The forms are customized and operate in an
electronic database. There is also a version of a retirement and
benefits calculator that is designed for employee use and can be
mounted on the SSA Intranet for instant access by employees. It also
provides adequate assistance through a "Help Page" that employees can
arrive at complete and correct estimates. This software must constantly
be monitored and updated as changes in benefits laws and regulations
occur. Additional information: (l) Calculator (HR and employee
versions) is able to prepare accurate estimates under both CSRS and
FERS, (2) Calculator provides estimated amounts due for deposit,
redeposit, and military deposits. Benefit projections reflect impact of
payment or non-payment of these amounts, (3) Calculator (HR and
employee versions) is able to provide benefit data for special coverage
groups, i.e., law enforcement officers, (4) Calculator (HR and
employee) is able to accommodate part-time schedules, (5) Calculator
(HR and employee versions) is able to project Federal pensions
estimates, Thrift Savings Plans estimates and Social Security
estimates, (6) Calculator (HR and employee versions) reflects impact of
inflation on projected receipt of benefits; and, (7) Calculator
projects severance pay. The following are the items that offerors shall
provide: a) FRB RENEW 10 ea.-Yearly update of 10 Federal Retirement
Benefits (FRB) site licenses with 5 additional users, b) FRB RENEW 4
ea.-Yearly update of 4 FRB individual licenses, c) AF RENEW 10
ea.-Yearly update for 10 automated forms site licenses, d) AF RENEW 3
ea.-Yearly update for 3 automated forms individual licenses, e) FRB/E
RENEW 1 ea.-Yearly update of site license for FRB for employees.
Offerors shall quote on all or none of the items identified in the RFQ.
The software resides at various locations nationwide. CONTRACT
INFORMATION: The Provisions at FAR 52.212-1, Instructions to Offerors
-- Commercial; FAR 52.212-2, Evaluation, Commercial Items; FAR
52.212-3, Representations and Certifications, (only complete proposals
will be considered and offerors should submit 4 copies of their
proposal); FAR 52.212-4, Contract Terms and Conditions -- Commercial
Items; and, FAR 52.212-5 Contract Terms and Conditions required to
implement Statutes or Executive Orders- Commercial Items, apply to this
solicitation. Award will be made to the responsible offeror whose
conforming offer is the most advantageous to the Government. The
primary factor in award selection will be price. Proposals submitted in
response to this RFQ shall be submitted by 03/22/00, 3:00 p.m., Eastern
