U.S. Coast Guard (USCG) is issuing a Request for Information pertaining
to the On-Scene Command and Control (OSC2) System. This market survey
is being done to identify sources interested in providing all necessary
management, supervision, personnel, labor, materials and equipment
(except for government furnished items) required to manufacture the
OSC2 Mod 1.0 System, as it is described within the Draft OSC2 Mod 1.0
Specification/Statement of Work dated 9 March 2000 (available
electronically upon request to Linda Mullen at:
lmullen@comdt.uscg.mil). Management of the vast amounts of information
within a National Inter-agency Incident Management System (NIIMS)
Command Post, when responding to marine spills, and other
multi-organizational, emergency incidents, is a very difficult task.
The effectiveness, with which it is accomplished, can significantly
impact the quality and cost of these responses. As a result, the USCG
requires a Coast Guard Standard Workstation III (SW III) compatible
system, which can assist the Federal On-Scene Coordinator (FOSC) or
Incident Commander (IC), and his/her staff, in more effectively and
efficiently managing the incident-specific, tactical, logistical, and
financial information during a major emergency response effort. A
reduced capability version of the envisioned system is also needed at
the local Marine Safety Office (MSO) to assist in the management of
smaller day-to-day responses, thereby ensuring CG personnel familiarity
with the system when a major, high stress, emergency response occurs.
This is not a solicitation announcement for proposals and no contract
will be awarded from this announcement. Interested parties shall
provide capability brochures, product description information and
comments and questions to the Draft Specification/Statement of Work.
The response should indicate technical and contracting points of
contact and the size of the business. This request for information in
no way implies either implicitly or explicitly that respondents will be
compensated in any way by the Government for information or materials
provided. All information provided becomes U.S. Coast Guard property
and will not be returned. All information must be mailed to the
