Education Activity (DoDEA) is conducting market research pertaining to
the items described below. This is not an announcement of a
requirement that currently exists -- just a request for information
from sources that supply the following items. This announcement does
not, in any way, commit the Government to procuring any items described
in this announcement. DoDEA runs schools for grades Pre-K through 12
located on military bases in the U.S. as well as Europe, Iceland,
Turkey, Bahrain and Asia. For more information about DoDEA, consult the
DoDEA website at http://www.dodea.osd.mil. DoDEA is contemplating
obtaining these items from non-DoDEA sources, including private
industry. THE GOVERNMENT WILL NOT PAY FOR INFORMATION SUBMITTED IN
RESPONSE TO THIS ANNOUNCEMENT. THE GOVERNMENT WILL ALSO NOT PAY FOR ANY
COSTS INCURRED IN THE DEVELOPMENT OF THIS INFORMATION. Any information
submitted in response to this announcement will not be returned. DoDEA
requests information from all interested parties about supplying
materials for DoDEA's Competency-Based Counseling Program (CBCP), the
DoDEA guidance counseling program. The CBCP is based upon desired
outcomes or competencies. These competencies set the targets for the
CBCP; thus they are expressed in terms of what students will be able to
do as the result of the DoDEA counseling program. The competencies were
developed, for the most part, by the American School Counselor
Association (ASCA) (at website
http://www.schoolcounselor.org/national.htm) and have been endorsed by
most national education organizations. The competencies do not reflect
all of those listed by ASCA -- some DoDEA-specific competencies will be
included. It is the long-term goal of the counseling staff to
incorporate the competencies fully. This may require counselors to
develop lessons that include multiple competencies and/or imbedding the
competencies across the curriculum and grade levels. The resource
materials will be selected to assist the schools in fully implementing
the CBCP. The prospective contractors should be aware that the student
population audience is a mobile population and, therefore, special
emphasis on transition is encouraged. Approximately 108,000 students
will be involved in the program worldwide. The contractor(s) would
provide published copyrighted printed resource materials for early
childhood (PreK-3), intermediate elementary (4-6), middle school (7-8),
and high school (9-12) programs for reinforcing skills outlined in the
DoDEA Competency-Based Counseling Program. The selected resource
materials would consist of audio-visual and written copyrighted
materials that are user friendly to teachers, students, and parents,
and require no contractor training of DoDEA personnel prior to the
implementation of the resource materials. They may be in the form of
complete kits that address the competencies of the guidance program.
The Government is contemplating soliciting this requirement using
commercial contracting procedures outlined in FAR Part 12 and DFARS
Part 212, both entitled, "Acquisition of Commercial Items." Potential
sources are encouraged to provide input as to whether or not each of
the terms and conditions listed in this synopsis are standard
commercial terms and conditions; how they would recommend changes to
make this requirement more commercial; how they might go about
procuring such items or services from other commercial firms, and how
they might go about selling these items or services to other commercial
firms. Areas of concern to make this item or service more commercial
include (but are not limited to) commercial terms and conditions for
this type of item or service; and any previous customers or providers
we might contact for their commercial practices. Potential sources
should also submit basic pricing information. Interested parties have
21 calendar days from the publication of this synopsis to submit
descriptions of their capability to meet some or all of this potential
requirement. Large and small businesses, as well as non-profit
organizations and higher education institutions, are invited to respond
to this request for information. Please include your business size and
