Standards and Technology (NIST) intends to negotiate with Dr. Charles
Tilford, on a sole source basis under the authority of 41 U. S. C. 253
(c) (1)- Only One Responsible Source. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-15. The standard industrial classification
(SIC) code is 4226 with a size standard of $18.5 million. Requirements
are to provide technical expertise and support for: 1. Gas extraction
from old National Bureau of Standards encasements of Pages 2 and 3 of
the U. S. Constitution; 2. Interface between NARA and NIST chemical
analysis of gasses extracted; 3. Final seal testing of new encasement
of Transmittal page of the U. S. Constitution; 4. Filling of new
encasement of Transmittal page and pages 2 and 3 of the U. S
Constitution. Period of Performance is from the date of the award
through December 31, 2001. Dr Tilford designed the gas extraction
system and is the only person who has operated it on an encasement
containing one of the "Charters of Freedom". He designed the on-board
instrumentation package and specified all components. He calibrated the
pressure sensors and specified the components for the flow regulation
system that will be used to fill the encasements. He developed the leak
test protocol used on this project. Dr. Tilford's unique knowledge,
experience and abilities identify him as the only person qualified to
minimize the danger risks associated with this activity in the
preservation of the nation's founding documents. The Government
anticipates the award of a firm fixed price purchase order. The
proposed requirement is for supplies or services for which the
Government intends to solicit and negotiate with only one source under
authority of FAR 6.302. Interested persons may identify their interest
and capability to respond to the requirement or submit quotations. This
notice of intent is not a request for competitive quotations. A Request
for Quotation (RFQ) package is not available. See CBD Notes 22 and 26.
