Division of Acquisition Management has a requirement for the Office of
Pharmacologic and Alternative Therapies (OPAT), CSAT, SAMHSA, to
address Traditional, Alternative, or Complementary Therapies (TACTs)
being funded by CSAT through the block grants to the States. Each
State, the District of Columbia, and Puerto Rico have a designated
Alcohol and Other Drug (AOD) Agency responsible for the allocation and
effective utilization of Federal and State monies specifically
targeted for alcohol and other drug treatment and prevention services.
The treatment services that are supported by these dollars span the
continuum of treatment modalities, from hospital-based detoxification
to residential or therapeutic community treatment and various types of
outpatient treatment. Many kinds of alternative treatments for
addiction have been applied in these settings, usually as a
complementary part of a patient's comprehensive treatment plan. As a
group, these therapies are referred to as TACTAT (Traditional,
Alternative, or Complementary Therapies in Addiction Treatment). Some
types are referred to as "traditional" therapies, since they may derive
from spiritual traditions or health practices of indigenous groups
outside of the contemporary recognized medical establishment. Some of
the therapies that may be included in TACTAT are: meditation, guided
imagery and visualization, biofeedback, acupuncture, herbal remedies,
phytomedicines, nutritional supplements, homeopathic remedies, reiki,
different types of massage, music therapy, aroma therapy, sound
therapy, flavor therapy, sweat lodges, shamanic therapies, yoga, and
dance therapy. Traditional, alternative, or complementary therapies
have been recommended by many in the medical establishment as having
potential to improve the efficacy of conventional approaches to
addiction treatment. In order to create an organized program addressing
TACTs, an assessment involving 1) a state-by-state review of the
current activities in this area; and 2) a national meeting of
representative state policy-makers and experts to help OPAT plan and
prioritize future activities in TACT, shall be completed. This project
involves: compiling information from the States regarding their use of
specific TACTAT; producing individual, State-level profiles and a
National-level profile describing alternative therapy use in addiction
treatment; identifying factors supporting the implementation of TACTAT
(advantages and disadvantages); and preparing a summary report of
National- and State-level profiles on the use of alternative therapies
in treatment and identification of areas that merit additional study
to be disseminated to CSAT, State AOD authorities, and other relevant
parties. The Government knows of only one source, National Association
of State Alcohol and Drug Abuse Directors, Inc., Washington, DC. This
proposed contract action is for supplies or services for which the
Government intends to solicit and negotiate with only one source under
the authority of FAR 13.106-1(b). Interested persons may identify, in
writing, their interest and capability to respond to the requirement
or submit proposals. This notice of intent is not a request for
competitive proposals. However, all proposals received with in 15 days
after date of publication of this synopsis will be considered by the
Government. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Information received will normally
be considered solely for the purpose of determining whether to conduct
a competitive procurement. Any requests for solicitation packages will
