Provide professional architect & engineering mapping services for the production of digital orthophotos and associated data in support of Hurricane Mitch reconstruction effort in Central America for the U. S. Geological Survey, Menlo Park, CA. The project includes approx. 70 study sites encompassing the countries of Honduras, Nicaragua, Guatemala and El Salvador. Each site will be 100 square kilometers with an average of 4 images per site. Quantity of sites is estimated and may be increased. Photographic coverage of the sites will contain a mixture of aerial photography from the Open Skies Program (OSP) of the Defense Threat Reduction Agency and from National Aerial Photography Program (NAPP) like photography flown under separate contract. The project will involve the use of the following to produce non-standard digital orthophoto products for each site: (1) non-standard aerial photography, (2) non-metric and metric cameras, (3) non-standard digital elevation data, (4) non-standard digital raster map data, and (5) non-standard map sheets. Horizontal and vertical control, digital elevation data, and camera calibration data may not be available for all sites. Work will involve development of aerotriangulation control points, scanning aerial film diapositives, orthophoto digital differential rectification, creation of digital orthophoto data files, and generation of metadata. Work may include development of camera calibration data, horizontal and vertical control from map raster data, and digital elevation data from map sources. Contractor may be required to produce soft copy photographic imagery, hard copy orthophotos, and digital orthophoto mosaics. Digital orthophoto products shall meet the following specifications, 1-meter resolution, 1:25,000-scale, Datum: WGS84, Accuracy: best possible. Metadata, media, and format will be specified in the solicitation. This is an indefinite quantity, indefinite delivery contract with a period of performance of one year from the date of award with an estimated cost range of $80,000 to $100,000. Government Furnished Property will be provided for contractor's use. Place of performance is the contractor's facility. Travel to South America is not required.
