email, MejiaKJ@state.gov. The Department of State (DoS) provides this
notification to announce the upcoming solicitation S-LMAQM-00-R-0051
for the recompetition of contract S-OPRAQ-95-C-0589 in support of the
Department's automated telecommunications systems. The DoS intends to
issue an unrestricted, full and open competitive solicitation for a
time-and-materials contract with a one-year base commencing on
September 1, 2000 and four one-year options. The successful offeror
shall provide: on-site engineering services 24 hours per day, 365 days
per year at two Government locations located in the Metropolitan
Washington D.C. area; back up engineering resources; on-site
maintenance services; periodic preventive, routine maintenance;
technical support consisting of troubleshooting/fault verification,
corrective maintenance, and installation support; records control;
system equipment upgrades; removal and installation of equipment; data
record and site log maintenance; provision of spare parts; provision
of system program assistance for interfacing with other network
systems; and tracking and reporting. The message handling systems are
identified as ATS (Automated Terminal Station) comprised of ATS-III
(Automated Terminal Station, Host Processor) with associated subsystems
(Analyst Workstations, HIPS (Hetra Input Processing System, and Traffic
Research system), AMADS (Automated Message Distribution System), AMAPS
(Automated Message Acceptance and Protocol Server), and the Terminal
Backup (a backup to ATS-III) and ATSEU (ATS Equipment Upgrade). ATSEU
is also a backup message switching system. The primary message
switching system is STARS (State Telecommunications Automated Relay
System). ATS-III, the Terminal Backup and STARS are hosted on
Concurrent Computer Corporation's model 3280 processors and ATSEU is
hosted on Concurrent Computer Corporation's 3230 processors. All are
programmed in assembly language using Concurrent's Operating System 32,
revision levels 10.1 and 9.2 respectively. All other systems are hosted
on Intel platforms andthe application programs are written in either C
or Visual Basic using the SCO Unix or Windows NT operating systems.
Each system consists of two complete identical systems with duplex
switching capability allowing either system to function as an on-line
system. Equipment at both locations will operate 24 hours per day, 365
days per year. A Top Secret facility clearance granted by the Defense
Industrial Security Clearance Office (DISCO) shall be required prior
to performing any part of the contract. Interested offerors should
