Requirements will be defined in a Statement of Work included in the Request for Proposals (RFP) to be issued on March 28,2000, with proposals due April 28,2000. The delivery terms of the contract will be for one year from date of award with four option years. The criteria used to determine the award will be provided in the solicitation. Price proposals will be separated from the technical proposals, so the evaluators may review and evaluate the technical merits of each offer without any bias towards price. The Government has reserved the right to award based on initial proposals.
