NOT A NOTICE OF SOLICITAION ISSUANCE. NASA/ARC is planning to acquire
design, implementation, integration, testing and verification of a new
data acquisition system for use in NASA Ames Research Center's Wind
Tunnel facilities utilizing a combination of Contractor supplied
Commercial-Off-The-Shelf (COTS) and Government Furnished Equipment
(GFE). NASA/ARC plans to issue a draft Statement of Work/Specification
via the internet, on or about March 31, 2000. This document is for
information and planning purposes and to allow industry the opportunity
to verify reasonableness and feasibility of the requirement, as well as
promote competition. Assuming release of the draft Statement of
Work/Specification occurs March 31, 2000, prospective offerors are
invited to sumbit comments or questions to: Ronnee R. Gonzalez, no
later than April 14, 2000. In responding reference RFI2-37026. Comments
may be forwarded to Ms. Gonzalez via electronic transmission or by
facsimile transmission. NASA is seeking a Contractor that has the
experience and capability to provide the following: 1. Commercially
available general purpose high performance data acquisition systems. 2.
Design and Integration services to design and integrate the GFE with
the Contractor's commercial offerings. 3. Implementation services to
build the data acquisition system. 4. Testing and Verification services
to demonstrate that the delivered data system meets NASA's
requirements. The data system that the Contractor provides must have
the following capabilities: 1. Sensor data acquisition consists of up
to 64 channels of steady state analog with data rates from 1 to 100
samples per second per channel; up to 288 channels of low speed analog
from 100 to 2000 samples per second per channel; up to 192 channels of
high speed data from 2000 to 60000 samples per second per channel; up
to 10 channels of serial inputs at rates of 10 to 50 samples per second
per channel; up to 2560 channels of Electronically Scanned Pressures
using a PSI 8400 system at an aggregate rate up to 50,000 samples per
second; up to 100 channels of thermocouples (types E,J,K,T); up to 16
channels of thermistors; up to 32 channels of RTD's all at rates from
1 to 100 samples per second per channel; up to 10 channels of digital
resolvers at rates from 1 to 100 samples per second per channel; up to
8 channels of tachometers (Differential TTL) at rates up to 60,000
pulses per second per channel; and up to 5 TCP/IP inputs at up to 100
Megabits/input. Data from all sources are to be acquired
simultaneously. Data acquisition is triggered from either an external
source or internally depending on the test requirement. 2. Stand-alone
real-time instrumentation safety monitoring with limit checking and
alarm capabilty. 3. System health monitoring. 4. Real-time computation
of Engineering Unit & derived values. 5. Data storage. 6. Real-time
display and monitoring of all measured and computed values. 7. Test
process support: system configuration, test equation editor. 8.
Customer support: near-time display, analysis, plotting, data
distribution, remote access, test matrix status. 9. Test sequencing:
interface to Facility and other control and data acquisition systems to
automate the coordination of tunnel, test article controls with data
acquisition. Small Business and Small Disadvantaged Businesses (SB/SDB)
that are interested in participating in this procurement are invited to
submit a capabilities assessment or qualifications statement which
demonstrates abilities to perform the efforts listed. Qualification
statements must clearly demonstrate the capability to perform in the
selected capacity. Capabilities statements should be submitted no later
than March 24, 2000. Information Requested -- Provide comments and/or
questions regarding the draft specifications. Reference the page and
paragraph number in your submission for each comment/question. The
draft specifications may include areas that could increase the cost of
this system. NASA is interested in comments that include revisions
which could resultin a lower cost solution. Provide a capabilities and
qualifications statement that includes: a. Information on similar
systems you have delivered. b. Information on your capability to
integrate customer furnished hardware with your product. c. Information
on delivery lead times upon receipt of order. d. Information on your
installation and verification services. e. Information on maintenance
and technical support services offered. f. Information about training
you provide on-site as well as at your facility. Your response should
be no more than 30 pages (8.5" x 11") in length. If you have additional
documentation that provides specifications, test data, etc., please
provide this information but limit it to 50 pages. Your response shall
be submitted electronically. Please ensure that the format is
compatible with MS Office 97 or Adobe Acrobat Reader. If other software
applications are used, please contact the Contracting Officer to ensure
compatibility. Prospective offerors are invited to submit comments or
questions on the Statement of Work/Specification no later than April
14, 2000. Please include your size status in accordance with SIC Code
7379, annual receipts for three complete fiscal years of $18.0M. In
responding, reference RFI2-37026 (RRG). Comments may be forwarded to
Ronnee R. Gonzalez, at the address herein, via electronic transmission
or by facsimile transmission. Capability statements are also requested
as described elsewhere in this RFI. To ensure clarity, telephone
comments will not be accepted. This solicitation/synopsis is not to be
construed as a commitment by the Government, nor will the Government
pay for the information solicited. Respondents will not be notified of
the results of the review. Any questions regarding this announcement
should be directed to the identified point of contact. An ombudsman has
been appointed -- See Internet Note "B". The solicitation and any
documents related to this procurement will be available over the
