This prospective requirement is for the establishment of a Basic Ordering Agreement (BOA) to provide services and materials to fabricate, modify, repair, replace, upgrade and improve the AN/SPN-46 (V) Radar Doppler Video Processor (RDVP), the AN/SPN-35C Radar Upgrade, the Common Automatic Recovery System (CARS) and the Expeditionary Precision Approach and Landing System (EPALS). The requirement will be procured through Sierra Nevada Corporation (SNC) located at 444 Saloman Circle, Sparks, Nevada 89434 on a sole source basis citing statutory authority permitting other than full and open competition title 10, U.S.C. 2304c (1) Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1. SNC is uniquely qualified to perform the services as it is the Original Equipment Manufacturer (OEM) of the AN/SPN-46 (V) RDVP, the AN/SPN-35C Radar Upgrade, the CARS and EPALS therefore SNC is the only company with the requisite knowledge of the manufacturing processes and with the capability of providing the required services. No other company possesses the expertise or special tooling required to design modifications and upgrades or to repair associated parts for these complex systems and there is no other source for spare parts. Services are to be performed for a period of three years beginning 1 June 2000 through 31 May 2003. Note 22 applies.
