U.S. Army TACOM-ARDEC anticipates awarding a Firm Fixed Price (FFP) sole source purchase order to the Morris County Municipal Utilities Authority (MCMUA) for Transfer Station Tipping Fees for Refuse Disposal. The basis for awarding sole source is the current New Jersey Department of Environmental Protectoin (NJDEP) Regulations that require that all waste disposal be done at an authorized in-county facility in accordance with New Jersey Administration Code (N.J.A.C.) 7:26-6.12, Compliance with District Solid Waste Management Plan. It is mandated that ARDEC's waste be disposed of at a transfer station operated by MCMUA. MCMUA is a county government entity.
