65 -- MEDICAL EQUIPMENT PURCHASE OF TOPCON NON-MYDRIATIC DIGITAL RETINAL IMAGING CAMERA SOL RFP 605-9984-0039 DUE 033100 POC Teri Deihl, Contracting Officer (562) 494-5828 The VA VISN 22 Network Business Center intends to negotiate a commercial (FAR Part 12) sole source contract with FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-04. TOPCON America Corporation manfactures and distributes the Digital Non-mydriatic Imaging Imagenet 2000 Camera. The TOPCON Camera is superior in performance and quality when evaluated with other non-mydriatic cameras. The TOPCON Digital Non-mydriatic Camera has a 20/45 degree field changer. The TOPCON has a TV relay lens and a 4-megabyte video adapter for clearer images. No other manufacturer, company or distributor is able to provide this specialized system. Research and evaluation of similar systems has been conducted and there are no other systems adequate to meet the needs of the Sepulveda VA Outpatient Clinic. Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice is not a request for competitive proposals. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source. All proposals received by 4:00 p.m. Pacific Daylight Time, March 31, 2000 will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is soley within the discretion of the Government.
